Bill's Plan

It's time for accountability.

Bill Parham will immediately seek to reestablish the working relationship between the District Attorney’s Office and local law enforcement. Parham will host regular meetings with local law enforcement leaders with the goal of enhancing communications, cooperation and coordination toward fighting crime.

Prosecutorial Improvements

Bill Parham will work to do the following:
a. Reduce the time it takes for cases submitted by law enforcement to be presented to the grand jury;
b. Implement a zero tolerance stance on all felonies involving violent crime and repeat offenders;
c. Improve the decision making procedure in determining which cases are given priority for trial;
d. Require mandatory treatment as a condition of probation in all drug possession cases.

Community Affairs Program

The District Attorney’s Office under Bill Parham will actively seek input from grassroots, civic, and business leaders to target problems in their neighborhoods and communities by implementing a community affairs program.
The program will be designed to establish a vital link between the District Attorney’s Office and the people of Washington and Burleson Counties. Members of the District Attorneys’ Office will meet with Citizens on Patrol and other community based organizations in an effort to solve neighborhood crime issues. In addition to direct work with citizens, Parham and his staff will work with law enforcement agencies and other governmental officials to deal with criminal problems in targeted locations.

High Risk Offender Program

Bill Parham will work closely with the probation and parole departments and law enforcement agencies to implement a high risk offender program. The program is designed to target and aggressively prosecute felony cases, primarily property offenses such as burglary and robbery, committed by offenders who have a lengthy criminal history and/or are frequent and persistent problems in the community. The law enforcement agencies will be asked to designate cases as high risk offenders at the time of filing with the District Attorney’s Office. The District Attorney’s Office will then seek to expedite these cases for trial.

Target Probation Violators

Under Bill Parham’s leadership, the District Attorney’s Office will launch a program designed to identify and prosecute probation violators. The District Attorney’s Office will work closely with the probation departments to target and prosecute those offenders that continue to use illegal narcotics, fail to report as directed and continue to commit crimes while on probation. Parham will not accept recidivism as the norm in our communities. Probationers that are given a chance to straighten out their lives but continue to violate the law will go to prison. There will be no second, third or fourth chances.
